2022 LGU Bulan Budget Forum

INDICATIVE FY 2022 NATIONAL TAX ALLOTMENT (NTA) SHARES OF LOCAL GOVERNMENT UNITS (LGUs) AND GUIDELINES ON THE PREPARATION OF THE FY 2022 ANNUAL BUDGETS OF LGUs

To inform the LGUs of their indicative NTA shares for FY 2022 based on the certifications issued by the Bureau of Internal Revenue (BIR), Bureau of Customs (BOC), and the Bureau of the Treasury (BTr) on the computation of the share of LGUs from the actual collections of national taxes in FY 2019 pursuant to the Local Government Code of 1991

GUIDELINES in allocating the FY 2022 NTA

Based on the 2015 Census of Population by Province, City, Municipality, and Barangay, as approved through Proclamation No. 1269 dated May 19, 2016

Based on the FY 2001 Master List of Land Area certified by the Land Management Bureau (LMB) pursuant to Oversight Committee on Devolution Resolution No. 1, s. 2005 dated September 12, 2005.

Based on the certifications of the BIR, BOG, and BTr on the actual collections of national taxes in FY 2019

Based on number of provinces, cities, municipalities, and barangays.

The LGU Bulan conducted its Budget forum last June 16, 2021, at SB Hall, SB Building. It is a directive from the Local Chief Executive specifying the objectives, policy decisions strategies, financing requirements and prioritized PPAs by sector/office as reflected in AIP. It provides clear guidelines in the preparation of individual budget proposals.

During budget forum, the topics were spending ceilings by major expenditures (PS, MOOE and CO); resource allocation scheme of fiscal policy decisions; objectives strategies and priority PAPs; expected results; budget calendar and budget preparation forms; and other administrative guidelines.

It is important to conduct budget forum so that it can emphasizes the policy objectives of the budget, the guidelines for preparation of budget proposals; it focuses on the outputs aimed to be produced during the budget year; and firms up policy decisions on how the budget shall be financed.
